[Rwanda Forum] Washington: #FDLR MENTIONNÉES 43 FOIS!! AFC-M23 SE DÉCLARENT NON CONCERNES PAR L'ACCORD.


Un auditeur me pose une question sur l'accord de Washington + annexes, qui citent les FDLR- #FORCES démocratiques DE LIBÉRATION DU RWANDA plus de 40 fois. 

On a l'impression que les discussions ont tourné essentiellement sur les peurs du Rwanda agresseur plutôt que sur les souffrances des congolais occupés.
 
Cette question très pertinente, qui touche à la fois à la diplomatie régionale et à la perception des priorités dans les négociations internationales.

Effectivement, l'accord de Washington (et ses annexes techniques) mentionne les FDLR de manière répétée, ce qui reflète un axe central de préoccupation : la sécurité du Rwanda face à la présence persistante de ces groupes armés dans l'est de la RDC.

Les FDLR (Forces Démocratiques de Libération du Rwanda), composées notamment d'anciens militaires des FAR - Forces armées rwandaises avant juillet 1994, sont considérées erronément par Kigali comme une menace existentielle.

Ainsi, dans les négociations, le Rwanda a poussé systématiquement à ce qu'on reconnaisse cette menace et qu'on agisse contre elle.

L'Occident et ses Multinationales recommandent aux autres états africains d'instaurer une dictature à la Paul Kagame du Rwanda qui réussit à organiser un championnat du Monde.
