Open Letter to Rwandans in the Diaspora—A Call to Awareness, Unity, and Action.

Dear Fellow Rwandans,

I write to you today not out of bitterness, but out of urgency and deep concern. Our community, particularly Rwandan Hutus living abroad in the United States, Canada, Europe, and Australia, is under threat—not from outside nations or natural disasters—but from calculated, state-sponsored actions driven by agents of a regime determined to silence, intimidate, and erase the dignity of an entire population.

This letter concerns Mr. Robert Kayinamura, currently the Deputy Permanent Representative of Rwanda to the United Nations, previously stationed as First Counsellor at the Rwandan Embassy in the Netherlands. Many do not know that before assuming these diplomatic roles, Mr. Kayinamura was deeply involved in shaping some of the most discriminatory and oppressive policies targeting Hutu youth in Rwanda. He is one of the architects behind the creation of the Iwawa Island "Hutu Concentration Camp"—a place widely known among human rights observers as a modern-day concentration camp on Lake Kivu. There, Hutu youth—especially the poor and unemployed—have been subjected to torture, forced labor, and prolonged detainment without due process.

Once he had proven his loyalty to the RPF through these internal repressive structures, he was elevated and given broader assignments: to hunt down educated Hutus abroad and interfere with international legal processes. He is  tasked with influencing organizations like the International Criminal Court (ICC) to falsely accuse innocent Hutus globally—while protecting RPF loyalists and war criminals. This new mandate involves the surveillance and harassment of prominent Hutu individuals in the diaspora—especially those with education, careers, and influence in North American society.

Robert Kayinamura has helped build cells in the United States, particularly in Michigan, California, and Arizona, to extend this campaign. Let me explain:

1. Michigan Cell – Berrien Springs
This cell is centered around Andrews University in Berrien Springs, an area where many Hutu families previously lived in peace. Recently, an influx of RPF-affiliated Tutsi families—many originally from Congo and Uganda—has been reported. These families, facilitated by the Rwandan Embassy in Washington D.C., are working to pressure local Hutus into joining the RPF narrative, or else face surveillance, defamation, or legal harassment.

2. California Cell – Loma Linda/Riverside
In Southern California, near Loma Linda University, similar reports have surfaced of harassment against Hutus who refuse to attend "Rwanda Day" events or collaborate with RPF-aligned individuals. Many of the actors behind this pressure campaign are Tutsis who gained asylum in the U.S. by fraudulently claiming they were survivors of the 1994 genocide—despite being from Uganda, Burundi, or Congo. This is not only a betrayal of truth but a violation of U.S. federal immigration law.

3. Arizona Cell – Fraud and Money Laundering
Perhaps the most alarming case is in Arizona, where several Rwandan nationals were arrested in connection to a massive Medicaid fraud scheme involving fake sober living homes. The scam, which exploited vulnerable people for profit, allegedly funneled millions of U.S. taxpayer dollars back to Rwanda, some of it directly supporting M23 rebels currently wreaking havoc in Congo.

Jean Bosco Nsabimana

Willy Rutayisire

Pierrette Kagame

Muhumure Nzabakiza

Immaculate Mutesi

Among the implicated institutions is Hope of Life International Church, where financial transactions were made under the cover of religious activities, with ties back to the Rwandan regime. Despite these serious charges, many of these individuals continue to operate freely under the protection of diplomatic channels, including Robert Kayinamura.

What Can We Do?
1. Expose the Lies:
Many of the individuals infiltrating Rwandan Hutu  communities are not survivors of the 1994 genocide. They are Congolese Banyamulenge or Ugandan Tutsis who lied on asylum applications, committing immigration fraud. If you have information about these false claims, report them to the U.S. Department of Homeland Security, Canadian immigration services, or the appropriate immigration authorities in your country.

2. Share the Truth:
The international community has been misinformed. Our fathers—many now in their 70s—have been hunted for decades. And now, the second generation of Hutu youth abroad is being targeted. It is our moral obligation to protect our history, our identity, ourselves and our future.

3. Educate Our Youth and the Communities:
Parents, teach your children and your communities who their enemies are. As Frantz Fanon said, "Each generation must discover its mission, fulfill it, or betray it." Our mission is to stand united, to defend truth, and to ensure that the mistakes and betrayals of our parents jn the past do not repeat in the next generation.

4. Hold Robert Kayinamura Accountable:
If you or someone you know has credible information regarding Robert Kayinamura's background, particularly his  involvement in helping thank immigrants and his identity fraud, persecution, or abuse of diplomatic powers, come forward and report to your congress, local authorities and immigrationin yoir country. In Closing

This is about justice, truth, and the future of our people. Mr. Robert Kayinamura may bear a Hutu face and nose, because it is believed his mother got him with a hutu businessman, but his actions betray his bloodline and his people. He is the greatest enemy we have now as Hutus. His doing what Gasana did to the Hutus in the USA. We also call upon people who know where Gasana Eugene is hidding to remind him.  It is time we wake up and stand with one voice. If you have knowledge—speak. If you have the means—act. If you have faith—pray for courage and discernment.
