Avec l'aide du Présidant Macron, le rapport des  consultants Américains sur le rôle de la France dans le génocide rwandais ne fait que transformer l'histoire de la coopération entre le Rwanda et la France  en actes de préparation du génocide rwandais.  Rien de nouveau dans ce rapport puisque la totalité du contenu avait été déjà écrit par d'autres consultants et Freelancer sponsorises par le régime actuel rwandais. En fait c'est un deuxième rapport écrit par les consultants américains.
